The “PEI Human rights commission” colluded with the “University of Prince Edward Island” to set up a “corrupted human rights” process: a corrupted and abusive mediation and post mediation. Apparently, according to the threats made on this victim, this collusion is a common practice.
Such actions would severely harm and devastate an abused female , a UPEI student, who had been threatened with this corrupted collusion if she were to make complaints and access the “PEI human rights commission” with her massive complaints against #UPEI where #UPEI had threatened, blackmailed, bullied and tried to expel her to prevent her from placing her complaints at the commission. Her complaints were against several professors regarding the brutal, well protected, targeting of female students that had been going on, at #UPEI , for years. However, the #collusion would deny her rights and access to fair processes, she was be brought into an abusive and violating mediation process, not in good faith, where #UPEI would sign a contract, that they had never planned to comply with, to continue to harass and violate the victim, escalate the harm and abuses, post mediation. The goal being to reward the abusers, assaulters, harassers with grants, positions on the Senate, special awards, and even promotions to the positions of Dean while the female victims would be further re-victimized, bullied, further harassed, demonize, and banned from campus.
The abused student would be denied access to fair processes, post mediation, as the corrupt “PEI human rights commission” was aware that #UPEI would not comply with the contract they would sign, with the victim, which would escalate the harassment, abuses, losses, and cause further human rights violations, such as #discrimination when they would ban her access to the public funded #UPEI. She would be given fraud transcripts to destroy her academic reputation, as threatened, and there would be fraud documents, such as fraud apology letters from the victim to the abusers circulated to further harass and violate the victim.
The “PEI Human rights commission” (“Greg Howard”) planned to block, according to the threatened plan of this corrupted collusion, any further complaints , the victim would make, post mediation, such as being illegally banned from the public funded “UPEI”, fraudulent apology letters from the victim to her abusers; fraudulent transcripts; having her thesis advisor cut off and all other threats that were made to the victim , and documented, July 2011.
There are possible alleged criminal charges, such as breach of trust, #fraud, and #forgery, that have yet to be placed along with complaints to be made to professional agencies associated with professional misconduct and unethical behavior. As well, complaints are being made to outside human rights agencies, as PEI does not comply with the human rights acts and international agreements that Canada has signed with the UN, for example.
Female students who are targeted at “UPEI” are denied basic human rights. “PEI” and “UPEI” DENIES Females Basic human rights and ACCESS to fair processes (this could be alleged breach of trust for those involved- this would also include the Ministers of Education, Justice and the PEI Premier as complaints were made to them to do the necessary investigations but they refused, stopped the investigations and/or did not respond).
The implications of this collusion are that females, on “Prince Edward Island” and at “University of PEI” are DENIED human rights and DENIED access to fair processes. “Murray Murphy” claimed in mediation that the abuse and targeting of female students would continue. THERE ARE NO HUMAN RIGHTS FOR FEMALES ON PEI, UPEI. IT is a dangerous place as there are no rules, laws, policies that are followed. The entire province is corrupt to the core. #UPEI has been accused of being non-transparent and not following its stated policies by a National outside agency who were investigating complaints against #UPEI in the Spring of 2013.
Definition: #Collusion : “A secret agreement between two or more parties for a fraudulent, illegal, or deceitful purpose.”; (2) where two persons, or groups, enter into a deceitful agreement, usually secret, to defraud and/or gain an unfair advantage over a third party, those with whom they are negotiating. … The fundamental societal objection to collusion is that it promotes dishonesty and fraud, which, in turn, undermines the integrity of the entire judicial system.”
There has been a “collusion” between the “PEI Human Rights Commission” and the “University of Prince Edward Island” for many years, at least. This “collusion” had been threatened, on one victim, by several high officials at #UPEI. The former “President of UPEI” stated, with witnesses present, that “UPEI” ran the “PEI human rights”. He threatened that if she did not sign the gag clauses, which allowed the targeting and abuse of female students, including herself, to continue, then she would be harmed, far more greatly, if she placed her complaints with the “PEI human rights”.
Definition: “Corruption”- “an expression of moral decay, evil behavior, dishonesty, deception. #Corruption behaviors include such things as: bribery, “abuses of power”, nepotism, misappropriation of power, “non-transparency”, “fraud”,….There lacks human dignity and equality, which are rooted in the basic “human rights”.
The culture of massive #corruption, #fraud, #oppression, targeting and “abusing female students”, denying “human rights” , basic human dignity, abuses of power and office, alleged breaches of trust, alleged fraud, not following rules or laws, is tightly embedded into the general “Culture of PEI” . The “PEI culture “ of “corruption”, “abuses” , violating others, and #oppression is the same #culture that is entrenched at #UPEI.

For one “UPEI” female victim, she was threatened, with the specifics, of this planned #collusion, between “UPEI” and the “PEI Human rights commission”. The entire plan, those involved, and the details of the harm, damage and destruction, that she would endure, if she placed her complaints with the “PEI Human rights commission”, were all documented at the time, July 2011.
November 2011- Victim submitted “human rights” complaints to “PEI Human Rights Commission”
Nov 2011- May 2012: A Corrupted Mediation Process; Corrupted Mediator overseen by corrupted “PEI Human rights”, “Greg Howard”.
As was threatened, July 2011, there was corrupted and abusive “human rights” mediation. The #UPEI female was brought into mediation, not in good faith. The “PEI Human rights” mediator, “Lorraine Buell” is a secretary, who was appointed mediator. This corrupted mediation was overseen by the head of “human rights”, “Greg Howard”. In this corrupted “collusion”, Howard was to ensure that any complaints regarding the abusive mediation would be blocked.
As was threatened, there was a corrupted, biased, harassing and abusive mediation set up with “Lorraine Buell” being the corrupted mediator along with “UPEI” mediators: “Murray Murphy” and “Rosemary Herbert”.
Buell along with “UPEI” mediators, “PEI Law Society” member, “Murray Murphy” and his partner, “UPEI Faculty”, “UPEI Nursing” , “Rosemary Herbert” : (some examples)
• refused to follow any of the rules they had signed, in the contract to mediate;
• the victim was exposed to unfair legal attacks,
• The victim was exposed to “harassment”, “bullying”, #UPEI and “PEI Human rights” dragging the mediation, over 5 months, while they tried to wear their victim down, through an abusive mediation and slandering the victim while mediating with her
• “Murray Murphy” threatened the victim, stating he would “destroy her”, “destroy her academic and personal reputations”…that is, what was left of them.
• “Murray Murphy” went into temper tantrums yelling verbal assaults at the victim where he claimed that “Female students DESERVED to be abused,…assaulted….exposed to threats….losses…and it would NOT stop”
• As was threatened, the victim would have even more financial losses when she had to hire lawyers to stop the abuses and unfair legal attacks, where UPEI and Buell had to be told to stop stating bogus laws and for the laypersons: “Lorraine Buell” and “Rosemary Herbert” to stop practicing law.
• As was threatened, the mediator, “Lorraine Buell” was corrupt mediator that would not follow any rules and was following directions of “Murray Murphy”. It was described as a “bogus and abusive” mediation process that she would run and would be protected by the corrupted “Greg Howard” who oversaw the final details of the collusion with “Murray Murphy” before July 2011. Howard was to ensure that all complaints from the victim and her support person who would make complaints against the corrupted and abusive mediation process would be squashed. After several requests for a new mediator was denied, the victim’s support person stated she could no longer endure such an unfair and corrupted process that was harming an abused victim and it appeared that the threats that the support person was also aware of, were all being followed through.
• Buell made decisions, stated bogus laws and cases, refused to allow the victim to defend herself, allowed verbal assaults on the victim, made suggestions for the contract that would silence and harm the victim, made the decision that there would be no education on sexual harassment when UPEI mediators, “Murray Murphy” and “Rosemary Herbert” stated they refused to have education as this might “EMBARRASS the abusers, assaulters and harassers”. Buell and #UPEI even mediated without the victim. Buell was verbally abusive to the victim when she refused to do what #UPEI had wanted in the contract. Both Buell and #UPEI threatened the victim in the end with signing the contract or worse things in their explanations of the corrupted judicial human rights court system was explained, in detail.
• In complaints submitted to the Justice department regarding the collusion and corruption of the mediation, there were approximately 30-40 pages of complaints against this mediator, with evidence to support all complaints.
• The above examples are only a few examples, of the corrupt and abusive treatment, on an already abused victim since 2010, when the victim had asked for a new thesis advisor. Now, in a so called “human rights” mediation, the victim had to endure more corrupted, abuses, for another 5 long months of bullying, harassment, unfairness, abuses, and great financial losses, in addition to the losses, she had from the complaints against her former thesis advisor and the UPEI education department from 2010-2011.
Collusion: Post Mediation (May 2012- Present)
• May 2012-Present: #UPEI (“Murray Murphy” and “Rosemary Herbert” Refuses to Comply with Mediated Contract they signed with victim (as had been threatened on victim, July 2011)
As soon as #UPEI signed the contract, they refused to comply. #UPEI officials claim that “Murray Murphy” directed them NOT to comply and to break laws. For example, the victim was banned from #UPEI, #UPEI circulated fraudulent, forged, apology letters from the victim to her abusers, and have refused to stop; the “UPEI Registrar”, “Kathleen Kielly”, produced and circulated fraudulent transcripts, and has refused to stop; Herbert and Murphy, along with Lacroix, cut off her thesis advisor, to prevent her from completing her thesis; she was banned access to this public funded UPEI; she was brutally slandered and harassed, among other violations. (May 2012- present-ongoing)
The victim was illegally banned from having access to the public funded #UPEI (Murphy, Herbert, UPEI mediators who signed the contract on behalf of UPEI);
• When complaints of #discrimination due to the banning and forged apology letters as part of the #retaliation were placed with the “PEI Human rights commission”, “Greg Howard” wrote a libelous report where he refused to acknowledge the victim’s evidence while stating he did not investigate but made statements that were lies and constituted libel.
• When the victim accessed the “Minister of Justice”, “PEI Premier Robert Ghiz”, “Minister of Education”, one investigation that was started was immediately halted when the victim submitted evidence showing Howard’s involvement in the collusion. Howard resigned within hours and left country within 3 weeks.
• The victim wrote the “Minister of Education”, numerous times, regarding being banned access to the public funded #UPEI. The “Minister of Education” and “PEI Premier Ghiz” refused to acknowledge the banning (they were aware of the banning) yet Ghiz transferred millions from the transfer funds to #UPEI which would be illegal since #UPEI was NOT eligible for public funding when they banned the victim. This could also be an alleged fraud.
The victim has met with “UPEI Officials”, including the “UPEI registrar” and “UPEI VP of academics”. They admit that “Murray Murphy” and “Rosemary Herbert” did not comply with the contract that they mediated with the victim. Furthermore, #UPEI officials claim that they refused to comply with the contract and refuse to comply with laws and human rights laws as they were being directed to do this by “Murray Murphy”. They acknowledged that they were aware of their illegal actions, causing even further harm to a victim, but stated they refused to stop as they had been given ‘immunity’/protection from being held accountable.
The #UPEI officials claimed that this ‘’immunity’ came from “Murray Murphy” and “PEI Premier Robert Ghiz”. They will continue to abuse, cause damages to victims, break laws as directed to do so by “Murray Murphy” although they openly stated they understand that their actions are illegal, and they are causing further suffering, harm, and losses to a victim, an abused UPEI student. They claim they will continue to break laws, not comply with contracts and further cause harm to the victim as they have been promised ‘immunity’/protection for their illegal acts. This immunity, they claim, was given to them by “PEI Premier Robert Ghiz” and “PEI government” officials and “Murray Murphy”.
#Collusion is denying rights, justice, access to fair processes to victims, basic “human rights”, equality, fairness, while the abuse of female students can continue, still denying them basic rights. Victims will further endure additional “discrimination”, such as being illegally denied access to the public funded university, #UPEI.
There are more violations than collusion. When the victim was illegally banned from #UPEI and then had her thesis advisor cut off, the PEI government was aware of this. As such, they continued to fund #UPEI with taxpayers funds; however, this would be illegal as they had also banned a victim from the #UPEI and knew that #UPEI did NOT qualify for the millions it had been given once they banned a student illegally. This issue needs to be addressed. Possibly with the RCMP since it could be a case of fraud.
#Collusion is a form of #oppression that will further damage and cause great harm, even total destruction, to the victims while the abusers of these female students can be promoted and even rewarded. This is what is happening on #UPEI and #PEI with this corrupted collusion.
The “collusion” ensures the continuation of targeting and abusing female students; violating, and even the threatened destruction of the victims, with threats of destroying their academic and personal reputations while ensuring their academic and professional goals are destroyed by #UPEI officials. Just as “Murray Murphy” yelled in mediation, “female students DESERVE to be abused, targeted, harassed, assaulted….it would not stop”.
“Murray Murphy” also yelled that he would “DESTROY {the victim}…destroying her academic and personal reputations”….for bringing complaints against #UPEI for that unimaginable #abuses, assault, and brutal destruction she endured at a so called education institution, where students are to be helped not destroyed.
The “collusion” has permitted and will continue to allow and protect this well-practiced inhumane #abuses, violations, destruction, degradation and #violence of female students to continue. These despicable abuses and #corruption, that female students face, in this pseudo “PEI education” system , at #UPEI, is appalling and sickening. Some abused female students are so traumatized they have PTSD. “UPEI” and the “PEI human rights commission” mediator claimed that this targeting, #abuses, denying rights to females, banning victims’ access will continue at #UPEI, #PEI.
Abusers, deviants and predators are rewarded and promoted. The female victims, who were devastated and most suffering from PTSD due to all the trauma, are further violated, prevented access to fair processes, denied human rights, bullied, demonized, destroyed, …just as “Murray Murphy” and so many before him, stated would happen to any female who dared try to stop the harm and destruction; and/or dare report any male who violated her rights, abused, assaulted her in any way.
As “Murray Murphy” clearly stated in the mediation, “FEMALE STUDENTS DESERVE what happens to them” and it will NOT stop.
The victim is preparing documents to go to the RCMP to determine if there are any investigations into possible charges of breach of trust, fraud, and/or any other charges that can be placed against all those involved.
If there is no place for these horrid beings in prison, extreme inhumane and just malicious evilness it would take to destroy another human being, albeit, one who had been so abused in the first place, then there surely will be a place for them in hell.
